I like the fact that I know it is Leetah from EQ but you've added your own style and touches to the piece. Very nice. :D

This looks pretty sweet, what program do you use? I'm happy to give some feedback, I hope it's not too harsh! I really like it, you're definitely on the right track.

The face: It's close, but there is a bit of an strange feel to it. Translating EQ features to 3D is difficult for sure and personally I'd deviate more from the original design to make it a bit more compelling in 3D, for example making the lips fuller and enlarging the nose. The ears could use a bit more detail, compared to the face they seem very simplistic from this angle at least.
The hair looks really good, the only thing I would maybe change there is to make it fuller, but that's not really necessary. More of a preference.

The clothes: The shading on the clothes draws a lot of attention. The boots look like satin, but in a very CG way. The beige on the boots confuse me as well, are they heels or flats?
I'd tone down the specularity of the skirt, it looks very plastic-y. As a sidenote, watch out for the skirt when you animate, you'll probably see a fair bit of texture distortion. I'd probably simplify the texture to something with a smaller pattern or a (not completely uniform) gradient, it'll be more forgiving if she's going to do twirls and dances as she does in the comic. Are you planning on simulating the fabric or handanimating it?
The design on the clothes is really pretty though, the top looks very nice! I like the neckline and the sleeves especially, very cute.

In general I'd "dirty it up a bit", add some imperfections and some grit to the textures. Not a lot, but CG shaders can easily become very flat if they're too smooth.

I can see that there's definitely been put a lot of work in this already, and I think it'll look brilliant when animated. Well done! I'm looking forward to seeing the more.

I can't add much to the constructive criticism; I am painfully and boringly old fashioned, relying on ink and pencil over all else. I've barely managed to figure out paintshop and other early art programs. All I can offer is minor aesthetics (wish I could help more). I agree with Wildfire that the ears should have more detail since there is so much elsewhere it makes them look flat. I believe the hair is okay with the fullness, but she is usually depicted with mid back length hair with more defined curls.  I think if you lengthen the hair a bit, you'll get the fullness Wildfire mentioned. Her upper lip might need a LITTLE plumping; she has rather full lips, but I think what is a little off (as Wildfire mentioned) is it seems the lines around the mouth are a little strong. That, however, could just be the effect of the light/shading she is seated in. I completely agree that you have obviously put a LOT of work into this, and I commend you for it. As I said, I wouldn't have a clue even how to start doing computer animation, and I imagine it's time consuming. Her outfit is very interesting, and I like the design in the skirt. I do miss the fringe, but I can understand avoiding that since it is a lot of work to show in motion. For this particular imagine, the one thing I noticed was her hands are not placed on anything but appear to be hovering. A little awkward, but I assume this is a study for you to work from. Like I said, all I can offer is aesthetics. Keep up the excellent work! Your Leetah looks very much like Leetah with your own style reflecting through.

WILDFIRE: I think the beige on the boots is the soles and part of a design around the toes. At least that's what it looks like to me.

Hi. First of all thank you for accepting me here, I've been drowning on my own for far to long. With that said..... wildfire,  thank you so much for your observations,  you were no where near harsh. It all helps. Thank you all for your comments. 
Ok so the ears, they are actually more detailed from the side view.  Wild nailed it on the head saying that the style is difficult to put in 3d. And as for the dress material,  I used a thick leather shade as a place holder while I figure out what materials the would actually have access to, I dont think silk would be realistic.
 You asked what software I use, maya, photoshop, daz studio, marvelous designer, auto group editor and zbrush. My goal is to completely animate with effects within DAZ.
I'll be adding fringe to the skirt with a transparency map so the animation wont be any harder than normal,  most of the motion will be done with simulation but will be edited per frame by hand before rendering.
Amber fox, you are correct about the boots.

Wow, OK, maybe a few tweaks like the others mentioned would make her look even more like Leetah, but I love the fact that she looks lovable and does not invoke any feelings of uncanny valley in me.
