Its a mini red giant, floating in the palm of his hand. He can manipulate the cosmos into being able to summon his own small stars!
Kidding, I dunno what it is. I like the effect it gives though!

XD Shadow-Dancer is an illusion maker and he's able to create great, life-like illusions that can be seen even by humans. The things floating above his hand could be a red giant and it's nearby planets. One of the High Ones in the tribe likely shared a memory of seeing them on their travels.

I didn't see the other things :o but yey! That's a cool ability. I went to a planetarium the day I saw this so, thats what it reminded me of.

Hmmm, maybe a kudu's skull? They have curled horns like that, although a bit longer. Either way, thanks for posting this. It's a neat design idea and certainly different from what one usually sees.

I realize I'm behind in all this and I'm sure you've explained it somewhere, but what is the story behind this tribe of elves?

Sorry for taking so long to respond, but I actually decided to write the background story for you.

Sorry if this gets too stupid and ‘Nuhuh, that’s not possible for them’-ish:
The first members of the Timeless are three High Ones, Zharo, Chenah and Merheen.
All three of them managed to flee the crashed Palace most of them mostly unharmed. With the exception of  Zharo who survived a club to the head and but has since then seemed to be more than a little off his rocker when it comes to how he views the vast majority of humans  and the prison world they’re stuck on. (He’s perfectly nice and good to his tribe members Just don’t get him started on humans or Wotm.)

While escaping, Zharo managed to bring with him a rather big piece of Palace crystal, which was later called the Spire, that he ended up using kill any humans that came after him.

The crystal piece would later allow the three High Ones, and later their magic using tribe members, to regain some of their powers and gave them an greater chance against the world’s dangers.  Uli, a treeshaper would later come in possession of a rather large piece crystal. ( it’s not know how she got her hands on it, it’s said she was drunk out of her mind at the time. )
Chenah and Merheen found each other after 3 or so weeks and they found a very broken Zharo some 4 months later.
They at one point managed make their way back to the Palace and Merheen was able to hack off a piece of palace crystal while Zharo and Chenah fought off a small group of humans.
Some months after meeting up, a group of humans forced them to flee to the north-eastern part of the Frozen Mountains. The three High Ones at some point managed to ambush the humans and slaughter them.  At that point they were so far in snow covered land and so exhausted they had to cut up the  still fresh bodies of their enemies and roast the flesh over a fire they managed to get going when they had found a safe place. 
A few days later they found a mountainous area that had great deal of natural occurring caves. It was deemed a good and easily defendable place to live and Zharo, a rockshaper, went to work making it more suitable as a home with the help of the Spire and they settle down there.

Khistal, the child of Chenah and Merheen was born four years after the crash.
Chenah later Recognized Zharo as well and their son, Arehe was born twelve years after the crash.
The group lived in their mountainous lair for a little over a hundred years before they were forced to leave due to their water source completely disappeared. No amount of digging could make it reappear.

They packed up the most important and useful items and headed off towards the forest area.
After a year’s wandering they came close to the area where the Wolfriders lived and was discovered by a eight year old Little Sun, one of Timmorn’s sons and his friend Zihra.

They didn’t join the Wolfriders, mainly due to their blood bond to the wolves worried them. The listlessness of the remaining High Ones and purebloods bothered them immensely as well.
A couple of years later Chenah Recognized Timmorn, and had Ice-Eye with him. The Recognition largely depressed Chenah since what she understood, the children with wolfblood were simply meant to die.

Ice-Eye, however, actually had no wolfblood in her.  She had some of her father’s wolfish traits (three toes on both feet, long thin, yet powerful legs, claws, very sharp canine) but she had retained her immortality.  Some eighty-two years later, this mixture would later give Khistal, a healer, an idea to alter the blood of several elves of Timmorn line and remove the mortality, but keep the power that came with the blood.

The small group of elves largely stayed away from the Wolfriders and refused accept any help from them, believing they would end becoming as listless as the purebloods that lived with the Wolfriders.
They left in the end of Timmorn’s time. The tribe was at the time had 22 elves in it.
They ended up in an area that they have since then named the Shadowgrounds. It lies 4 days away from Blue Mountain.
The Shadowgrounds is a massive area that consists of grasslands, rocky outcrops, three big forests and is surrounded by the tail of World’s Spine Mountains.

A great deal of their early history in the Shadowgrounds consists of feuds and wars with hostile humans. They have since then managed to annihilate them and have become the dominate group in area.
Currently the Timeless share the Shadowgrounds with 3 non –hostile human tribes: The Jenhna,( who consider them to be gods, but have an oddly close relationship with them) the Denadraga and the Nidoyara tribes.

Since they are in position of a couple of pieces of the palace, they have been able to manipulate and infuse their territory with a great amount of magic without it turning bad.

 -They’re pretty removed from how other elves behave, having isolated themselves inside the Shadowgrounds.


You'll have to excuse me, I have to go sit in a corner for making the most horrible elves ever.
If there's anything else you'd want to know, just ask. (Can't see why, they're the type that would annoy most Elfquest fans and would be considered a waste of time.)


Anyway:
A kudo skull does look a lot like the one he's wearing. At the time I was taking reference from a drawing a friend made for me.
It wasn’t even supposed to be Shadow-Dancer’s mask. It was part of a drawing a friend of mine made for me when I asked her to help me with ideas for a shaman character I wanted to make. Shadow-Dancer just stole the mask the second I got the papers.
